BRIEF INTRODUCTION
OF RTO KARACHI
The
Regional Tax Office (RTO), Karachi qualifies as the major
show window being the largest reformed unit under Reform
process of the Federal Board of Revenue. The Process of
reforms was initiated in the tax year 2000. The Income Tax
House, which previously housed mainly the offices of the
Income Tax Department, was selected to be refurbished to
house the offices of all domestic taxes, i.e. Sales Tax,
Federal Excise Tax and Income Tax. The refurbishment of
the building costing Rs.171 (m) has almost been completed.
The result of this entire exercise is a delightful working
place comparable to any office of a multi-national Company.
The
Regional Tax Office, Karachi does not stand for better working
surroundings only. Keeping in line with the Vision, Mission
and spirit of the reforms process. The different sections
of the RTO, are in fact models of units which offer highly
specialized services to their clients. Beginning from the
Tax Facilitation Desk on the ground floor, to the Director
Generals’ offices on the 12th floor, the motto
is that every tax payer has to be facilitated and assisted.
Thus, the total shift in mindset towards a progressive tax
culture is in fact the hallmark of the RTO, Karachi.
The
RTO, Karachi is presently headed by Director General (BS-21)
Mr.Asrar Raouf. There are eleven Commissioner (BS-20)
of Income Tax and three Collectors (BS-20) of Sales Tax
heading various divisions, such as Audit, Enforcement, Tax
Facilitation, Information Processing and Legal. A picture
of progressive tax population and revenue collection of
RTO, Karachi is as under:

Tax
population of RTO, Karachi is 0.730 (m) taxpayers, out of
which 0.512 (m) represents salary class. Last year revenue
target of the RTO, Karachi was Rs.104 (b) [Income Tax Rs.89
(b) + Sales Tax/FED Rs.15 (b)] which was achieved. This
year the revenue target is Rs.135 [Income Tax Rs.115 (b)
+ Sales Tax/FED Rs.20 (b)]. Collection upto August 2008
amounts to Rs.13 (b) which surpasses its targets by 29%.
The
RTO, Karachi has also initiated certain welfare projects
for the officials such as establishment of emergency Call
Centre, Ambulance service and Dispensary. Negotiations for
health coverage with an insurance company are under-way.
The RTO has been softly rolled-out on January 12, 2008.
