Interview with Mr. Asrar Raouf, Director General,

Regional Tax Office, Karachi.

Mr. Asrar Raouf, the present Director General of Regional Tax Office, Karachi is an outstanding officer belonging to the Income Tax Group from the Fourth Common Batch who passed out of the Civil Services Academy, Lahore. His name is synonymous with dynamism and leadership. He is known to always take the path least treaded and come out the winner in achieving most seemingly unachievable goals. He is admired for being the same Asrar Raouf, since induction into service. Being Director General he is always available for help and guidance of all who need it, be it a peon, an officer, a taxpayer or a member of the bar. His open door policy is a far cry from any notion of high and mighty that the title of Director General might sound. Trying to catch a glimpse of what inspiration drives Mr. Asrar Raouf, the following questions were put to him:-

Q.1)     

The civil services is presently regarded as a service which is out model, low paid and cursed for being behind the ills faced by Pakistan?

 

Ans:

Let me being by saying that Pakistan is the love of my life. It is the Country that has given me my identity, my purpose in life and just about every good thing I can think of. After thanking Allah for his endless bounties, I am thankful I am a citizen of the most beautiful country of the world. My station in life has placed me to be a civil servant of this great Country and nothing said negatively or adversely about this Country and the Services can stop me from putting in my best at the job I am paid to do. Humility, I believe, is the hallmark of my role as a civil servant, but effectiveness and efficiency is the goal I follow every day. I can tell you with great satisfaction that the single minded pursuit of my goal to discharge my duties to the utmost of my ability has enabled me to help and provide solution to most of the people I have come in contact with, may they be taxpayers or my fellow colleagues. But I definitely feel very good when I have passed on the torch of optimism and drive to do the best to the younger officers. It is in the civil services of Pakistan that you can best serve your Country for the decision making profoundly affects the well being of this great country. So, I am a strong believer in Pakistan and I feel civil service is great contribution to its strength and well being.

 

Q.2)     

What are some of your special initiatives during your tenure as DG, RTO, Karachi.

 

Ans:

Throughout my career, I have felt that there is a great lack of empathy in our working environment. The healthcare facilities to the officers as well as the staff has never been attended to. This situation has a far worse effect when the officials have to face the brunt of sickness to themselves or any member of their family. Similarly, the crisis prone situation in the city of Karachi requires a disaster management programme for the officers and officials of the organization with scenario in mind. I have initiated a medical centre, which is being equipped with medicines and round the clock presence of a doctor. This medical centre is assisted by two ambulances which provide 24 hour service. The call centre is a major initiative to address any disaster or accident faced by any officer or official, whose call is answered by the call centre. An ambulance with guards if required, is immediately dispatched to all distress calls any time. To date the call centre has attended around 200 calls to the satisfaction of the aggrieved party.

What message would you like to give to your colleagues?

 

Ans:

My message to my colleagues will be to follow the simple rules of an unflinching belief in Allah being the only force to turn to at all times. My principle at work is to do the best and keep the competitive spirit alive as it brings out the best abilities of a person. I am also a great believer in empathy and the exercise of “Ikhlaq” as it is the best skill for communication. I have exercised and would vouch at the wonders that can be achieved through kind and encouraging words in all aspects.
