HUMAN RESOURCE MANAGEMENT

The concept of human resource management in FBR basically connotes the process of transformation from an old out-dated system of management to a new and modern system based on the principles of clarity, professionalism, integrity, courtesy and co-operation. The old system was a legacy of colonialism based on the theory of master-subject relationship with the sole purpose of maximum exploitation of all kinds of resources. Clearly it was devoid of values of humanity and justice in many respects. This system which was designed for specific designs did not have the capacity to coup with the challenges of the modern world where the concepts of justice and humanity replaced the old paradigms of repression and exploitation. Hence the transformation to a new system based on principles of humanity, equality and justice was an inevitable choice.

 Luck smiled on FBR as it became the first ever public sector organization in the country to experience this transformation. Where that old out dated system was entirely replaced by a new modern and progressive system concomitant to the needs of the modern world. Here comes the concepts, theories and systems of human resource management to define this phenomena of transformation, change or reforms; both in attitudes/ relationships and systems. HRM basically defines attitudes and relationships where roles and responsibilities are more clearly defined taking into considerations the limits of human capacities. Coercion and harassment is to be replaced by courtesy and co-operation and intriguing secrecy to give way to openness and transparency; bureaucratic stubbornness to facilitation; indifference to ownership; bossism to motivation and team work. These are the ideals of the on-going reform process which has to turn the relationship of all the Stakeholders into partners in progress and prosperity.

Purely on administrative side, hrm means defining the exact job description of every individual working in tax machinery. Proper training and grooming as per their job requirement so they may be able to deliver to the optimum level. Then following the principle  “right person for the right job” the placement of these individuals. And finally inorder to keep them motivated ensuring provision of comfortable work environment and a system of due reward.

The less understood status of  hrm wing in terms of its purpose  is to respond to any  kind of problem which any individual may come across in smooth discharge of professional duties. Its role is that of a caretaker; be it posting/placement issues, training needs, promotion intricacies or work place dilemmas, hrm is required to take care of all such situations. And in doing so courtesy, co-operation and transparency are to be the governing spirits. System and modules are to be designed to ensure transparency in handling all these issues.  These are the ideals of HRM wing. How far is the  destiny to attain these ideals is not a matter of disappointment. The journey of a thousand miles begins but with a single step. The journey has begun and now its upto us to make it a fast track or snails pace voyage. Whether sink or sail we all are on board. There can be more reasons to be optimistic than despondent.

2.           “You have done a great job” means “More work will be given to you”

3.           “We are a team” means “I am not the only one to be blamed”

4.           “That is a good question” means “I do not know anything about it”

5.           “All the best” means “You are in trouble”
